PRESIDENT'S REPORT:

President Mack Wilson explained that he was working lately on host bid preparation for 2010 to 2012.

SECRETARY'S REPORT:

The minutes of NBAD Executive Board meeting, June 10, 2007, NBAD Council of Representatives meeting June 10, 2007, General Assembly June 11, 2007 and NBAD Special meeting Mar 22, 2007 were read and accepted by Council of Representatives.

 

TREASURER'S REPORT:

Treasurer Dave Coles to inform that the audit has not done yet and will report in next General Assembly.

 

COMMUNICATION:

Secretary Dave Coles received a letter with new contract from CSDVRS and want us to sign again with change from quarterly period to monthly. We will contact them again after we done with this tournament.

 

Executive Board Report:

Secretary Dave Coles explained that he will work on the minutes from the Executive Board meeting and will put in website.

 

2008 General Chairman:

Scott Hostetler explained about the plan for Monday Lunker Contest and the exact location for weight in site, yellow number tag, where the location for inspect for boat before launch, where will be fishing for Jr. NBAD and LeRoy Boren, Jr. was chairperson for Jr. NBAD, please contact him if you have any question and no fishing shall be permitted within 50 yards from Headquarter, checkpoint area and buoy.

NEW BUSINESS:

 

NBAD Officials:

      Scott Hostetler moved that anyone or clubs want to rent a table space for two days of NBAD    week and sales processing of 10% percent go the NBAD Fund. Effective as of now.

      To modification as during NBAD event.

      LeRoy Boren, Jr amended to change flat rate. Glen Giudice (Seconded)

      Alan Rork amended $25.00 a table. Lloyd Embree (Seconded)

      The amendments were passed. Main Motion was passed.

 

      Dave Coles moved that any local club to become affiliated club must be at least five members.

      Withdrawn

 

Mack Wilson moved that any participants are independent and not member of any affiliated club and pay thirty dollars ($30.00) included with entry fee and these monies will go to NBAD fund. Effective as of now.

Scott Hostetler amended to change on top of entry fee. Nina Wilson (Seconded)

Brett Ketchum amended no fine for rookies. Troy Davenport, Jr. (Seconded)

Alan Rork amended to start next year. LeRoy Boren, Jr. (Seconded)

       The amendments were passed. Main motion was passed.

 

Scott Hostetler moved that remove from Break weight record on Article VIII- Affiliated club and Dues on Section 4-D and except of 7.11 oz. Withdrawn.

The main motion and amendment were passed.

 

  1. BYLAWS ARTICLE XI- BIDDING SECTION 1 - Council of Representatives (COR) at

Its regular meeting shall decide and award all bid(s) by the majority.

Modification

The best bid wins; however, must alternate with every other clubs in that regional so each of clubs may an opportunity to host

3.      BYLAWS ARTICLE V - OFFICER'S POWER SECTION 5

Saturday at the morning time - NBAD Executive Board Meeting.

Propose to change to Sunday at the morning time.

Saturday at the noontime - NBAD Officer's luncheon.

Propose to change to Sunday at the noontime.

Saturday at the afternoon time- NBAD special meeting.

Propose to delete it; not necessary.

Saturday at the evening time - Council of Representatives (COR) meeting.

Propose to change to Sunday at the afternoon time.

4.      BYLAWS ARTICLE VI- HALL OF FAME AND AWARDS

SECTION 6 - THE JOHN CLOY LUNKER

Propose to establish at $1,000 limit.

SECTION 7 - THE GENE AMONS STRINGER AWARD

Propose to establish at $1,000 limit.

SECTION 8 - THE AMONS- TRAHAN TEAM AWARD

Propose to establish at $1,000 limit.

      Put surplus money to fund for future awards.

LeRoy Boren, Jr. amended $2,267.00 to split half equally between the Gene Amons Stringer Award and The Amons- Trahan Team Award. Effective as of now.

      All the amendments were passed. Main motion was passed.

 

 

5.      CONSTITUTION ARTICLE IV- MEMBERSHIP SECTION 1 - Membership in this organization shall be open to any or hard of hearing devotee of bass fishing, either attached to bona-fide bass club of the deaf or hard of hearing.

Modification

Membership in this organization shall be open to any deaf or hard of hearing and/or hearing immediate family member only of bass fishing either attached to bond-fide bass club of the deaf or hard of hearing.

6.      SECTION 2 - THE Hearing spouse of a deaf or hard of hearing member of this organization shall be eligible for membership with full membership privileges. He or she make take part in its discussions and vote, but shall not hold office and cannot participate in NBAD lunker tournament or annual tournament.

The hearing immediate family member of a deaf or hard of hearing member of this organization shall be eligible for membership with full membership privilege, He or she make take part in its discussions and vote, but shall not hold office and can participate in the NBAD lunker tournament and the annual tournament, *Immediate family members; One's parents, step-parents, Spouse, children, step-children, foster children, grandparents, and grandchildren ONLY.

   Not allowed any hearing people out of immediate family - friends.

   A hearing individual are required to have ability to use American Sign Language.

      Mack Wilson amended to table the motion for next year.  Nina Wilson (Seconded) passed.

 

7.   FUNDRASING:

      Propose to have NBAD souvenir for sale.  Withdrawn

8.   Entry FEE

      Propose to raise entry fee to $125.00 in 2009 and $150 in 2010 and beyond.

9.   BYLAWS ARTICLE XII- HOST'S RESPONSIBILITY SECTION 1 PART D-

The Host club will pay the expense of lodging for the five (5) officers and General Chairperson of the NBAD on the rate of full basic for five (5) nights (From Sunday to Thursday). The Host Club shall pay for the President's suite. The remaining officers will get the normal lodging. The President suite can be used for meetings.  The Host club will be responsible for reservation of two lodgings for the two (2) Executive Board members, one (10) Lifetime Executive, and one (1) next year host General Chairmen. The two (2) Executive Board members, one (1) Lifetime Executive, and the next year Chairman shall be responsible for their lodging expense. Host will be responsible for lodgings and boat slips for all Executive Board as close as possible for meetings, activities and contact purposes.

Modification

10: Propose to have Host and NBAD to pay 50% and 50% for lodging expenses.Withdrawn.

Illinois Deaf Bass Anglers

1.      Illinois Deaf Bass Anglers motion that the fan fee should increase by 3 dollars and the fee should be split 50/50 for the fund. 50 percent goes to Lunker of the week and 50 percent goes to the host fund.

Brett Ketchum amended all go to Host fund. Glen Giudice (Seconded)

Alan Rork amended that go to the Rookie of the Year. Dave Coles (Seconded)

The amendment was failed. Main motion was failed.

 

2.      That NBAD have general liability insurance coverage for the NBAD Tournaments and assume responsibility for the cost of it staring in 2009.

LeRoy Boren, Jr. amended half and half to pay from NBAD and Host. Glen Giudice (Seconded) Withdrawn 

Alan Rork amended that Host to pay for liability insurance coverage. Brett Ketchum (Seconded)

The amendment was passed. Main motion was passed.

 

3.      Move the COR meeting to Sunday or Monday instead of Saturday. Withdrawn

Tournament Bidding Site:  President Mack Wilson granted authority to present Illinois Deaf Bass Anglers for year of 2009 NBAD Bass Tournament.

The meeting was adjourned at 11:10 p.m.
