The Executive Board meeting of 34th Annual National Bass Association of the Deaf Team Tournament was held at Kentucky Lake in Gilbertsville, Kentucky.

President Mack Wilson called NBAD Executive Board meeting to order at 8:15 a.m.

2009 General Chairperson’s Report:
David Couch explained that he already planning for this week events for fishing tournament. He explained that if anyone see our committee with blue shirt and they will sell white shirt with pocket and NBAD logo on front and design with Kentucky Lake wit their IDBA logo on the back of shirt.
He said that it was already done to put all information on the packages with tournament rules, program book, and other items and ready to go for participants.
He explained that there will be limit of 16 weigh bags for each day at the weigh in site and each of them will get it. If it is out then they will have to wait and take turn to get it. There will be three full life support tanks with water circulation and aeration at weigh in site.
He explained that there will be inspect each fishing boat at inspection area and return area at Marina dock if there is any problem then back up for inspection area will be at ramp. He wants to make sure that there will be no fishing inside this cove and no fishing past the dotted line from cove on map that he gave away at the package to participants. If anyone have problem with their fishing boat then they have a long pole with soft and push back then if they got fix it then will have go back on the line for inspection again.
Also convention center will be open at 6:00 p.m. on Monday and start with Tuesday, Wednesday and Thursday will be 5:00 pm to 10 or 11 pm. As speaking about Jr. NBAD derby will be fishing place on back of convention center.
He said that they purchase for liability insurance and will start on June 15 to 18.
He said that everyone will have to sign again their name on the new entry fee form because they forget to add Kentucky Dam Village Resort on waiver.
President Report:
Mack explained what he learn mistake about MarVA without any bid from $600.00 because they drop out without any deposit for bid then NBAD will have to pay for 2010 from our NBAD fund.
He already contacts Steve Corbett, President of HIBASS and asked them to help NBAD for 2010 and they accepted.
He want to say that Patricia Wilson and Eric Hamlow, they work so hard to improve on the Website on archives from histories and thank you for both of them.
He also said that Dave Coles did very well with two positions as Treasurer and Secretary thru two years, congrat for hard work.
He said David Day from Maryland, who he work for SportsMX and supposes to come over to this NBAD event and he can’t make it and he appointed Eric Hamlow took over his place for this week. When it is done then he will send to SportsMX and will get copyright.
He makes appointment from the list for launch site start on Tuesday to Thursday.

Also he want Danny Cochran to work with Dave Coles at the registration room on Sunday and anything that Dave need his help.
He said that he received a package and letter from CALBASS that they gave a gift as a token of your appreciation and this contest game for casting skill for new level. That game is Booyah Flipstah fishing game. This game will be use for Jr. NBAD Contest every year.
Vice-President’s Report:
Scott Hostetler explained that he was work on Old Tackle Box newsletters and scanning each of them and put in archives in the website. It is lot of work and it is done. He returned back to Pat Wilson with several boxes. Please click on archives at the website. He suggested adding from secretary’s address, email and videophone with future NBAD site and they can contact them for bidding.
He said there is always improve and better on the website in the future.
Secretary- Interim Treasurer’s Report:
He explained that about brochure that we are suppose to work on this project but it was so silent since last summer and realized that is not very easy to make agreement with any sentence on draft brochure. Some of them are looking forward to see with new brochure.
He explained that he was worry about bidding from affiliated local Bass Club since it was not easy for them to accept for any year of bidding in the future. In my opinion it is not very good to get in last minutes or too close of year. It is normal for them to bidding in head time as five years and gives them to raise their fund.
I have been notice about local Deaf Bass Club has been folded or become inactive lately. Since about five years ago until now. It is very interesting to learn that some of them folded then new club join it then it is become even number of affiliated clubs.
These clubs has been folded or inactive lately.
A) Florida has two clubs was folded then new club join is Sunshine Bass Anglers of the Deaf.
B) Georgia (Folded)
C) Two clubs from Wisconsin (Folded)
D) Olathe Bass Club of the Deaf (inactive)
E) Baton Rouge Deaf Bass Anglers (inactive)
F) Columbus Deaf Anglers Club still active and no longer to join as affiliated.
This year we have three new local Bass Deaf Club is joined as affiliated.
A) Maryland Deaf Bassmasters (new)
B) Ohio Bass Anglers of the Deaf (new)
C) Sunshine Bass Anglers of the Deaf (FL) they joined as affiliated after tournament in California.
Dallas Bass Anglers of the Deaf rejoined as affiliated club.
He explained that we passed the motion with encourage them to join as member with any affiliated club then any independent anglers don’t have to pay for $30.00 extra on the entry fee and lead to two new local Bass Deaf clubs joined as affiliated club. It was helpful to NBAD.
He explained that Scott and I have been discussed about conflict on the special prizes with history of record with two different break records from Constitution and By Law. We keep search where this come from 9.02 pounds on the John Cloy Lunker. I think it was error type on previous C/BL. The correct should be 7.11 lbs.
Also I found from old motion form minutes of meeting on June 2000 with two different motions and it was confuse with different sentence.
Carlos moved that Executive Board recommended to Council of Representatives meeting to change By-Laws Article VI - Hall of Fame and Awards - Section 6 - The John Cloy Lunker shall be awarded to the NBAD Tournament Fisherman who beat the John Cloy Lunker of 7.11 pounds to the most recent holder. Seconded and Passed.
I check on the minutes of meeting for Council of Representatives meeting on June 11, 2000.
On new Business:
Vice President Carlos Holdridge moved that any fisherman who gets new Lunker record shall receive the prize. Seconded and Passed. President Wayne Minch declared that motion be effective now.
So far I understand that one of guy who got heaviest weight Lunker of 6.95 pounds. His name is John Fuller.
There is no describing of any motion to break other special record of Amons-Trahan Award and Gene Amons Stringer Awards. If any break record and get all the monies from previous minutes of meeting.
I recheck again with NBAD 26th History.
Team Record:
A new record was established in 2000 Tournament (adjust for time fished, legal limits of fish caught, etc).
Mike Branch and James Greenwood caught a total of 29. 2 lbs . A “Team Record” now must beat this weigh-in for the 3 days.
Individual Record:
A new record was established in 2000 Tournament (to adjust for time fished, legal limits of fish caught, etc).
Todd Malzahn caught 24.145 lbs in 2001 to hold a new record. (He beat the amount set up in the 2000 Tournament)
That’s why it was conflict on two different weight records on C/BL. It will confuse to everyone who read on the C/BL.
I recommended that we really need to clarify sentence on page 8 of 19 and15 of 19 from present Constitution & By laws. Also I think we need remove from old weight record and move to histories then leave new record on C/BL and will make more clear to everyone.
Bidding problem:
Houston Bass club of the Deaf rejoined as affiliated club in 2007 then they didn’t send COR Representative to Clear Lake for 33rd Annual Bass Team Tournament then this year they send Bill Buza as alternate because Juan Carrizales can’t make go to this trip as due of his work. Bill Buza already explained to me by VP then he received with signed NBAD letter of agreement contract from Marina or Resort. It is same place they took in 1990 and $600.00 from Houston Bass Club of the Deaf.
I aware that there is no requirement for COR representative to show up at any COR meeting and they already pay affiliation fee.
The problem with our Constitution and By Law on page 15 of 19 with Article XI - Bidding - Section 1.
Each active club must be affiliated for at least two (2) consecutive years before bidding a host. At third (3) consecutive years , the club may process the host bidding.
We really need discussion about this problem or ask our COR representatives for wavier for one time. Because they already processed wit this bidding and there is no other bid from other local Deaf Bass Club for 2011.
Daily Prizes:
We need to discuss about the daily prizes chart that someone told us that they think it is not fair for this chart because what if they (Local Deaf Bass Club) chose the lowest daily prizes with start on Tuesday, Wednesday and Thursday. They think that we should decide to pick which one that is best for future.
For example:
There is several prizes from this daily prizes chart then if we decide to reduce and start with $3,000.00 between $3,900.00. Rest of them will be omitting from daily prizes chart.
Ethic of Conduct:
One of person want to recommended that we should set up with improve sentence with start on Article VII - Tournament rules, Section 1, Ethics, Sportsmanship and personal conduct.
At the requested of him, he sends me by email message to improve grammar with C/BL to our Executive Board meeting.
NBAD/HIBASS Meeting:
I would like to know did you received my email with NBAD/HIBASS meeting was held on April 15, 2009 at the Yellowstone Café nearby St. Louis?
Interim Treasurer’s Report:
I am already done with August 2007 to September, 2008. Please remember that our NBAD is not very big monies. When you look at the last bottom of this report as said $16,976.58. That is total for Funds.
Please look at checking account is $4,109.58. That is small amount for our NBAD fund.
As for CD account is for 40th Anniversary in 2015 and NBAD is responsible as host.
That is why I have been very careful to tight our spending because we only work as active once a year. We depend to get some incomes from late penalty, registration fee, public sales and membership and non- members due and what is left over from affiliation fee after we spend for Top Six Team Awards.
Publicity Director’s Report:
Patricia Wilson said Guess what ??? I finally got a new laptop and USB from NBAD and the old laptop will be returned to (MDBA) Missouri Deaf Bass Anglers, Many thanks go to MDBAD for allowing me to use their laptop.
First of all, I have several people to thank for their help.
1. Far Harper to helping me with new laptop. Wow, the new Vista progam is really far out and a lot different. I’m still learning!
2. Dave Coles and Eric Hamlow for helping me by searching for information that I need for NBAD history.
3. Eric for teaching me how to edit our NBAD website.
4. Scott Hostetler for “Eye catching” my mistakes on history.
5. Dennis Bacon for finding 2 names for 1997 and 1998 Sportsmanship.
6. Danny Cochran for sending me sample of certificate for “Catching 100 pounds of Bass” and also letting me know which state was Lynn V. Fizzle from Tennessee.
7. Barb and Aaron Lange for letting me know which state was tally Suber from Missouri.
We have had a bit of negative experience in communication through email. I would appreicate it if emails were positive and supportive s owe all can improve NBAD together instead of focusing on the mistakes. We all need to cooperate and help each other if we want NBAD to look great! It is also important to act now rather than to put off. The sooner,. The better.
Right now, I am working on the last portion of “Meet the NBAD” Greats” history. I need to discuss or feedback to Eric or Scott about excel. I still need to complete the Jr. NBAD history from 1983 to present and will complete it as soon as I have all the files. It will be my last to complete.
I would like to discuss with you about the possibility of changing names like Robert Souwthwell Bassmasters to Medford W. Magill Bassmasters because there is already a Robert Southwell Top Six club Award. I would like to get some feedback on this possibility.
I already printed out 250 flyers for NBAD/HIBASS Fishing Tournament for 2010.
I will give Greater St. Louis Association of the Deaf (GSLAD) advertisement form and awards from to Dave Coles.

Lifetime Executive’s Report:
Robert Southwell said that it is great wonderful improve on the website, etc. He wants to let us know that he might move to Florida in the future.
2009 Executive Board’s report:
John Coggins-Peckham explained that he want to improve and reduce on few pages on C/BL and focus on guideline.
2011 Executive Board’s Report:
Danny Cochran explained that he is support to change to limit for five fish per boat because it will save more life for Bass.
Webmaster’s Report:
Eric Hamlow explained that first year -- it was changed lot on the website. He said we really need external Hard Drive for secretary, Publicity Director and webmaster.
He explained that after this tournament and will set up for public sales on the website then if anyone want to order through public sales from website then click on their name, etc then pay by personal check, or any credit card and plus charge on shipping and handling , we, executive board will discuss about it.
2011 General Chairperson’ Report:
Jeffery Willoughby explained that we had meeting with NBAD officers and need feedback about the planning for 2010 at Prizer Point Marina Resort. He will get more information about rates from 3 bedroom cabins, cabins, koa Hotel Suites, Condos, cottage and bungalows from owner then will announcement by September.
NEW BUSINESS:
Scott Hostetler moved that to put new motion for 2010 to change name from Southwell to Magill on Bassmaster award with 2/3 vote. (Seconded) Passed.
Patricia Wilson moved that to buy three external hard drives and at least $160.00 each.
(Seconded) Passed.
Dave Coles moved that to set up for mutual fund. (Seconded)
Scott Hostetler amend to have researcher with John Coggins-Peckham and Treasurer. (Seconded)
The main motion and amendment were passed.
Scott Hostetler moved that 3 pros and 3 cons limit for each motion for COR representatives meeting only. (Seconded) Passed.
Patricia Wilson moved to closed business. (Seconded) Passed.
The meeting was adjourned at 11:10 p.m.
